Kiképzés a békéért = Training for peace (előszó)
A békefenntartás története a 19. század végéig nyúlik vissza. Az elmúlt hosszú idő folyamán magyar katonák, csendőrök, rendőrök, tengerészek segítették a nemzetközi válságkezelést, többek között Krétán, Kínában, Mexikóban és a Balkánon. A békefenntartás bizonyos értelemben hazai „találmány”, történelmi kutatások bizonyítják, hogy a magyar származású Pintér Gyula konzul irányításával magyar erők 1897–1898-ban Krétán béketeremtéssel kapcsolatos feladatokat hajtottak végre. Jelen pillanatban is több katonánk és rendőrünk őrzi a békét a világ számos pontján, együttműködésben más országok katonáival. Segítségükkel hidak, utak, iskolák, orvosi rendelők épülnek, ezzel egy élhetőbb világot teremtve.
A Magyar Honvédség Béketámogató Kiképző Központ (továbbiakban: MH BTKK) a megalakítása óta számos nemzeti és nemzetközi felkészítést hajtott végre. Az MH BTKK által levezetett 244 nemzeti felkészítésen 5167 fő vett részt 2017-ig. A felkészítések között kiemelt szerepet kap a kontingensek parancsnoki, törzstiszti és altiszti állománya, valamint az egyéni beosztású személyek részére történő alap- és célfelkészítés. Az 50 nemzetközi felkészítés – amelyeket a 13 év alatt 1132 fő hajtott végre – közül kiemelkedik az ENSZ Békefenntartásért Felelős Főosztálya (Department of Peacekeeping Operations, DPKO) által elismert és akkreditált Nemzetközi Katonai Megfigyelő Tanfolyam (International Military Observer Course, IMOC), melyet 20 éve rendeznek meg.
Az MH BTKK nemzetközi szemináriumok és konferenciák színhelye is volt, itt zajlott többek között a „Saber Junction Human Rights”, a „20 éves az IMOC, Nemzetközi Katonai Megfigyelő Tanfolyam a kezdetektől napjainkig” konferencia és az „EU-V4 Békeműveleti szeminárium” is.
Intézményünk a felkészítések és kiképzések során kiemelt figyelmet fordít arra, hogy a résztvevők a megszerzett tudás birtokában képesek legyenek feladataikat a műveleti területen eredményesen végrehajtani, ezzel segítve elő a műveleti célok, tágabb értelemben a Magyar Honvédség és szövetségesei céljainak elérését. Ennek érdekében nemcsak a műveleti területről érkező tapasztalatok feldolgozására és a kiképzés rendszerébe történő beépítésére fordítunk kiemelt figyelmet, hanem arra is, hogy az oktatás-képzés módszere is kövesse a nemzetközi és hazai trendeket, új elvek, eljárások alkalmazásával segítve elő a hatékonyság és eredményesség növekedését.
A békeműveleti felkészítés rendszerének új alapokra történő helyezésével – amely során a távoktatási képzés hatékonyságának és hajlékonyságának előnyeit a hagyományos képzés alaposságával vegyes képzési rendszerben (blended learning) kívánjuk ötvözni –; arra törekszünk, hogy a katonáink részére minden helyzetre a feladataik végrehajtásához szükséges leghatékonyabb képzést nyújthassuk.
A modern oktatási-képzési eljárások, módszerek alkalmazása mellett a múlt eredményeinek megőrzésére is kiemelt figyelmet fordítunk, amely nemcsak a társadalmi kapcsolatok területére korlátozódik. A jövőben tervezzük egy nemzetközi békeműveleti könyvtár létrehozását, amellyel egy olyan rendszerezett, tematikus, kutatható, nyomtatott formátumú tudástárat alakítunk ki, amely a modern kori békeműveletek szinte valamennyi eseményéről rendelkezik hiteles leírással, hozzájárulva ezzel a közös szakmai tudat, emlékezet megőrzéséhez.
2013-ban megkezdődött a távoktatási alapképesség koncepciójának kidolgozása és kiépítése az MH BTKK bázisán. Célja a hazai és nemzetközi oktatási-képzési trendekhez való közelítés mellett az intézmény képzési palettáján szereplő tanfolyamok újragondolása, átalakítása új, modern oktatás- és képzéstechnológiai újdonságok, módszerek, megoldások felhasználásával. A katonai szervezet elgondolása alapján a Kölni Egyetem által kifejlesztett ILIAS távoktatási keretrendszer alkalmazásával olyan távoktatási modulokat dolgoznak ki a katonai szervezet oktatói, amelyek innovatív, figyelemfelkeltő tulajdonságaik mellett lehetővé teszik a teljes tanulási folyamat felügyeletét. Az ILIAS-rendszer adta lehetőségeket kiaknázva a tanulási folyamat személyenként egyénre szabhatóvá válik, amely a képzések hatékonyságát, eredményességét és az oktatás-képzés színvonalát a jelenleginél jóval magasabb szintre emeli.
A Magyar Honvédség a műveleti tapasztalatok feldolgozására nagy hangsúlyt fektet, ezen a területen az MH BTKK eddig kiemelkedően jó eredményeket ért el. Az MH katonai szervezetei közül először mi dolgoztunk ki és állítottunk össze a békeműveleti képzésre összpontosító, tapasztalatok feldolgozását szolgáló, állandó használatú kérdőívet elektronikus formában. A kérdőívet a tesztüzem befejezése óta több ezer, a békeműveleti alapfelkészítést, célfelkészítést és a nemzetközi közösségeknek kiajánlott képzéseket, tanfolyamokat az intézmény keretei között végrehajtó hazai és külföldi katona, rendőr és civil hallgató töltötte ki, ezzel biztosítva a megfelelő mennyiségű és minőségű elemzett statisztikai adatot a javító folyamatok kidolgozásához. A hallgatók által biztosított adatok, javaslatok elemzései alapján olyan intézkedéseket vezetünk be a jövőben, amelyek nagymértékben járulnak majd hozzá a képzés-kiképzés színvonalának még magasabb szintre emeléséhez.
Kiadványunkkal arra törekszünk, hogy bemutassuk az alakulatot, az MH BTKK-ban szolgálók áldozatos munkáját, és közelebb hozzuk az olvasóhoz ezt a világot, azokat a katonákat és civileket, akik a nemzetközi feladatokra történő kiképzéseket, felkészítéseket szervezik és végrehajtják.

The history of peacekeeping dates back into the late 19th century. During the past decades Hungarian soldiers, gendarmes, police officers, and sailors facilitated international crisis management inter alia in Crete, China, Mexico, and the Balkans. In a way, peacekeeping is a Hungarian "invention" because according to the findings of historical research Hungarian forces conducted peacemaking-related missions in Crete in 1897–;98 under the direction of Consul Gyula Pintér, who was of Hungarian origin. Currently a number of our military service members and police officers safeguard peace in a lot of regions of the world, in close cooperation with military personnel of other nations. With their helpbridges, roads, schools, medical centres are built, making the world a more liveable place.
The Hungarian Defence Forces Peace Support Training Centre (HDF PSTC) has conducted countless national and international preparation programs. In 244 national preparation programs at the HDF PSTC 5,167 people have taken part until 2017. Among the preparations the commander, staff officer, and non-commissioned officer personnel of contingents, and the basic and special training of individual posting personnel are of particular significance. From the series of 50 international preparations – in which 1,132 persons were involved in 13 years – it is the International Military Observer Course (IMOC) held for 20 years, acknowledged and accredited by the United Nations Department of Peacekeeping Operations (DPKO), which stands out.
The HDF PSTC has hosted international conferences and seminars as well. These events included conferences "Saber Junction Human Rights", "20 years of IMOC –; the International Military Observer Course from the beginning to date" and "EU–;V4 Peace Operation Seminar".
During the preparations and training programs our Centre pays special attention to enabling the course participants to successfully accomplish their missions with the knowledge and skills obtained in the area of operations, thus facilitating the achievement of operational objectives and in a more general sense of the word those of the Hungarian Defence Forces and its allies. For this reason we pay particular attention not only to the processing of lessons learned in the areas of operations and their incorporation into the training system but also to making the methodology of education and training follow both international and domestic trends and with the use of new principles and processes promote the increase of efficiency and effectiveness.
With restructuring the system of peace operations training on new bases –; through which the advantages of the efficiency and flexibility of distance learning are to be combined with the precision of traditional training in blended learning –; we try to provide our soldiers with the most efficient training necessary for the execution of their missions in any possible situation.
Besides the use of modern training and education methodology and techniques, particular attention is paid to the results of the past as well, which is not limited onto the area of public relations. Our future plans include the establishment of an international peace operations library which would be a structured, thematised, researchable knowledge bank of printed materials, which would have reliable and credible descriptions of nearly all events of modern-time peace operations, contributing to the preservation of common professional awareness and memories.
2013 saw the beginning of the elaboration and establishment of the distance learning basic capability concept in the HDF PSTC. The goal is to close on Hungarian and international education and training trends and with the use of modern education technology, techniques and methodology to reconsider and transform the training courses offered by the Centre. In line with the intents of the military organisation and with the use of the ILIAS distance learning framework system, developed by the Cologne University, the teachers and instructors of the Centre elaborate distance learning modules, which will be innovative, interesting, and allow the supervision of the entire learning process. Exploiting the opportunities provided by the ILIAS system the learning process can be personalised and individualised, which allows a serious increase in the efficiency and effectiveness of training and education, as compared to the present situation.
The Hungarian Defence Forces places great emphasis on the processing of lessons learned from various operations and the achievements of the HDF PSTC in this field are outstanding. Among the military organisations of the HDF our Centre was the first to elaborate and compile a standardised electronic questionnaire which focuses on peace support operation training and aims at the processing of experience. Since the testing phase the questionnaire has been filled out by several thousand Hungarian and international military service members, police officers, and civil course participants having completed peace support basic training, special training, and other training courses offered to international communities in the framework of the unit, thus providing analysed statistical data of appropriate amount and quality for the elaboration of further improvements in the training programs. On the basis of data and suggestions received from our course participants measures will be introduced in the future which will greatly contribute to the further development of the standards of our training programs.
The objective of the present book is to introduce the HDF PSTC, the committed work of our personnel, and provide the readers with an insight into this world, the soldiers and civil employees who organise and conduct training and preparation for international missions.
