- Degrees in economics and business are the most popular in the former Soviet Union;

- Hard sciences offer the best opportunities for scholarships;

- August financial crisis has made it increasingly difficult for students to register for TOEFFL (for lack of credit cards, problems with banks etc.);

F. U. S. EDUCATIONAL INFORMATION CENTERS (ADVISING CENTERS)

There are 60 Educational Information Centers (EICs) in the former Soviet Union. 23 of the EICs in the NIS are located in Russia, 8 in Ukraine, 6 in Belarus, 5 in Uzbekistan, 8 in Kazakhstan, 2 in Georgia, 2 in Kyrgyzstan, 2 in Azerbaijan, and 1 each in Armenia, Moldova, Tadjikistan, and Turkmenistan.

Most EICs are administered by either ACTR, IREX, or the Soros Foundation's Open Society Institute. However, 15 EICs in Russia are independent, functioning with support of the local administration, universities, or libraries.

Independent EICs have opened in Russia recently in the regions of Voronezh, Krasnoyarsk, and Syktyvkar. It is expected that by the end of 2000, other new EICs will open in Russia in order to fill geographical regions where no centers exist. In Azerbaijan, a new center opened in Ganja, which itself is overseeing the opening of three new regional centers in this country. The Almaty center in Kazakhstan has taken similar steps, having opened three new regional EICs.
