Lynne Lerner from the Netherlands-America Commission opened the session with an overview of the purpose, which consisted of being familiar with the existing agencies, questioning the existence of the agencies and discussing how OSEAS fit in.

Alexandra spoke of the structure of USIA and the groups that are directly related. These include:
- 450-500 advising centers around the world
- PAO (Public Affairs Officer)
- CAO (Cultural Affairs Officer)
- ACAO (Assistant Cultural Affairs Officer)
- MRB (Minimum Reference Bookshelf)
- SRC (Select Reference Collection)
- REAC (Regional Educational Advising Consultant)
She then discussed the political situation in Washington with respect to the restructuring of USIA.

Linda spoke of the structure and the possible restructuring of NAFSA.
Remarks by Terhi Molsa, FUSEEC Fulbright Commission in Finland, Helsinki, Finland and Regional Representative for OSEAS-Europe
Terhi spoke of her role and responsibilities between NAFSA and OSEAS-Europe.
Remarks by Siebelien Felix, Netherlands-America Fulbright Commission, Amsterdam, The Netherlands
Siebelien spoke about SAFSA (Study Abroad and Foreign Student Advisers).of the EAIE (Europeans Association of International Education.
